第一句：

这里出现了并列，并列就是会引起省略；切分还原为两个完整的句子：

1.Rich economies are also less dependent on oil than they were

2. Rich economies are so less sensitive to swings in the oil price.

参考译文：发达国家和过去相比对于石油的依靠减少了，对于石油价格的波动也没有那么敏感了。

第二句：

Energy conservation, a shift to other fuels and a decline in the importance of heavy, energy-intensive industries have reduced oil consumption.

主干识别：
A， B and C have reduced oil consumption. 

A = Energy conservation

B = a shift to other fuels 

C= a decline in the importance of heavy, energy-intensive industries 

参考译文： 节约能源，使用替换能源，能源密集型的重工业重要性下降；这些都减少了石油消费。

第三句：
